Need help with a Spell Effect!!

I want to make a spell like this;

Master of arms, summons several axes (6) to rotate 360* around him with high speed, dealing 80/120/160/200/240/280 damage to every creature standing in a 280 AoE around him. Slowing their attack and movementspeed by 12/16/20/24/28/32% for 5 seconds.

How do i make these axes rotate around him, the special effect should take just around 0,6 seconds.
The damage and slow part of the spell, i'm totaly awhere of how to make.
