Trigger:
  • Add Reload
    • Events
      • Unit - A unit enters (Playable map area)
    • Conditions
    • Actions
      • Trigger - Add to Reload Trigger <gen> the event (Unit - (Triggering unit) Takes damage)

Trigger:
  • Reload Trigger
    • Events
    • Conditions
      • (Unit-type of (Damage source)) Equal to Rifleman
    • Actions
      • Unit - Set mana of (Damage source) to ((Mana of (Damage source)) - 1.00)
      • If (All Conditions are True) then do (Then Actions) else do (Else Actions)
        • If - Conditions
          • (Mana of (Damage source)) Equal to 0.00
        • Then - Actions
          • Unit - Order (Damage source) to Stop
          • Unit - Order (Damage source) to Special - Channel
        • Else - Actions

Trigger:
  • Reload Add Mana
    • Events
      • Unit - A unit Finishes casting an ability
    • Conditions
      • (Ability being cast) Equal to Reload
    • Actions
      • Unit - Set mana of (Triggering unit) to 100.00%

you want when you fire to lose mp when you cast an ability or both in triggers
I dont think that the first trigger needs to exist
you didn't set what Damage source is
you can make it like :
events
-a unit is being attacked
conditions
-attacking unit type is equal to Rifleman
actions
-if conditions
--mana of attacking unit is equal to 0.00
-Then - Actions
--set life of attacked unit equal to damage of attacking unit
--order attacking unit to stop
(you can also do sth extra like:
--pause attacking unit
--wait x sec
--unpause attacking unit)
-Else - Actions
--set mana of attacking unit to mana of attacking unit - 1.00

I was wondering if you realise that the mana will be detected only if damage is dealt....meaning if you don't deal damage, the shot isn't counted for.

If you're fine with that, then this should work :S. I can't really see anything that might cause it to err.
