Need helps on my passive skill.

Ok Im creating a passive skill which each attack reduce target attack speed and movement speed by 2%, has limit of 80%. Anyone has idea how to make this passive skill? Well I don't want to add ability(speed reduction) to attacked target, because it eat up slot for other spells.

1 thing to remind, during the speeds reduction, if the attacked target movement speed or attack speed increased or reduced, we need to re-calculate it.

We have item attack speed bonus with percent, but we don't have item movement speed bonus with percent. Since there is no way to make this, I have to use Endurance Aura for it. zzz
