1. When do you get the possibility to have a custom title - is it by reputation or by posts?

2. Is it allowed for anyone to have a signature with a link to your current map projects? (I've seen forums where only a few were allowed)

1: There is no set number, it is done manually by an administrator, but usually happens when you reach around 100 rep.

2: Yes, if you actually have the ability to use a signature.
