Snow Skinned Map In game?

Hello

I was wondering how I would create a skin inside the game.

I would give an picture example but it is hard. I will try my best to explain.

I want to make the boarder outlines, isntead of leaves and vines on the bottom, when you play, like that surrounds the minimap, I would like to give it more of a wintery skin, like snow or something.

How would I do this?

How do you make it to where it's snow for all players?

theres a button on the top where it says file edit and so on, theres one called advanced (this is in worldeditor) click it then go down and click game interface, open it and a menu will open click the check at the top that says "use custom game interface" or something close to that.
then you find witch ones you want to edit and do so, you will need imported images i think im usure of much farther as i never edited the ui before.
