Unit Options Table Question

Ok so each unit has a possible 9 options it can do, attack, upgrade, etc. I dont know what this area is called but i was wondering if i wanted the upgrade option in the first box (so its the first thing you see).
I dont know how you would do this but please tell me how to organize the options so I can put them where i want them. Thanks!
