Unit Upgrades

So i have been trying to mod a map for practice and i know how to get the units to train and all of that but i cant seem to get the upgrades to work on units like the firebat and such. I'm stuck at having firebats unable to get the Terran infantry weapon lvls and when I go to the engineering bay and then the Terran infantry weapon 1 upgrade i only have a max of 16 effect slots? does this mean i have to create a separate upgrade just for the new units? any help would be much appreciated and sorry if there is a thread of this already

if all things works well, you can add more than 16 effects for an upgrade
