is it possible to create a trigger that when i cast "(insert spell name here)", it will have a chance to cast another "(insert spell name here)"?

Sure it is

Make a spell and when the caster casts the spell, make a dummy that casts the other spell

What? downloaded? And not dummy spells, dummies

Dummies are units based off simple units that cast spells for the player and is not seen, dummies should have abilities => Invunerability, Ghost, Locust, so it's invunerable, invisible and untargetable

You'll also need to either add mana to your dummy or take the mana cost from the spell the dummy needs to cast. Then just use triggers to put it all together

Yeah it is, at the end of that trigger generate a random number between 0 and 100 (for percentage) or 0.0 and 1.0 if you want to keep it technical.

Then if the number is above 50 (for 50% chance of other ability being cast) turn on another trigger which casts the other spell, else do nothing.
