no this is not possible, since w3 supports only 12 players in one game (doesnt matter who controls them)
but, you could use neutrals for spawns, however triggering them is kind a "hard", and also you will loose the possibility to have neutrals on the map

when it randomed #2 and after that #1 the 3rd random was not #3 as it should be, but #2 again
