A Blocking Spell ability

I have tried many ways from here but i cant make it yet :S

well i want an ability that grants evasion and block a spell every 45 seconds in Lvl 1 ability

Lvl 2 - 42 seconds

Etc --

There is no problem with the evasion, but i cant make the blocking trigger, anyone can put a code pls :S

Like that, and Passive Ability, that Blocks an spell every time
