I was wondering how to make it so when a unit does a regular attack without any items, how would I make it a frost attack.

Just give it the Frost Attack ability. It is literally "Frost Attack".

Do what jwall said...just if you dont want the frost attack to do anything Make a custom ability and edit it so it does nothing diffrent except the effect =P
