Locked Pinned Thread in GZ

The thread above seems to be useless since its locked, is it really useless or there is some real purpose that it was still pined though locked.

It's like the "rules" threads.
It's there to inform people about the gallery section. So people don't need to reply, and it stays at the top so everyone can see.
