No, the editor cannot be made portable as it requires the MPQs which are what makes the Wc3 installation so large.
There were several attempts to make a portable, 3rd party editor, but the only one to this date is zepir's which is really outdated and it's not recommended to use it.

Ghan has said he has fixed this. Monovertex please confirm this fix. This was only a problem with people that had signatures in the upper levels like not the special members but the respected members.
