WHY does PS do this???

Ok, WHen im in photoshop everything i see in my image is much darker then what it is when i save it. When i save things everything is rly bright. Anyone know why or how to make it so it dont do that?
Heres some screenshots:

The bottom one was taken in PS but the top one was taken while viewing it in another program, which is how they turn out on the web and everywere else.

could be alot of things, other program may have color qualities lower then Paintshop, you could be saving as different files(.psd, .jpg, .png, etc)

This is all I can say honestly, hope you get it fixed.

Looks like you have optimized color settings when you open up PS. Sadly, I don't know how to fix it.

If your running a legit version of PS then just ask the people there, they could easily solve your problem xD
