Staff of energy- makes your spells 10% moore efficient(gives 10% moore dmg to all your spells)

so i guess the first

I think he mean't
storm bolt dmg = 100 ,


if the unit has staff of energy then

storm bolt dmg = 110.

If you add a 'Spell Resistance negative 10%' to a unit, they will take 10% more damage from any spell that hits them.
