Why not just use triggers? it can be done with two very simple trigger.
E -A unit starts the effect of an ability
C - Ability being cast equal to Doom
A - Set Doom_Caster = Triggering Unit
E - A unit dies
C - Triggering units has buff Doom equal to true
A - Create 1 Doom Guard for Doom_Caster at postion of triggering unit facing default building degrees

thats why you base off ur spell on soul burn, because soul burn can be used to lvl 5 and above, but doesnt summon, thats why i added a trigger, to summon a unit if a dying unit has a buff soul burn...
just change the name of soul burn to doom and change the icon, then copy the triggers then finish, it works like original doom
if u want a simmilar doom to dota that also summons a unit, base ur abillity to soul burn and create a trigger like
E: unit starts the effect of an ability

A: if target unit of ability being cast has buff soul burn
then turn on trigger summon
else do nothing
summon
E: unit dies
C: dying unit has buff soul burn
A: unit create 1 doom guard for player 1 at position of triggering unit
