Is it possible to reduce a units movement speed to zero? Or otherwise, is there a reliable way to make units unable to move and able to move without using pause units.
No you can't set a unit's movement speed to 0. Neither with triggers nor by shift clicking the value, it will still refer to the lowest possible value. The best way to make units unable to move would be to use ensnare, but you can't really remove it that easily.
What you can do is run a timer and set the units coordinates to the point they were at from the beginning, it won't interrupt attacks or abilities like "Unit - Move unit" does.
Faust is right. set the minimum movement speed to 0 in the gameplay constants and set the movement speed of your unit to 0 in a trigger as well. this makes your unit unable to move but it will still have its "patrol" "stop" "move" and "hold position" buttons. to remove the icons as well you got to remove the ability "move" from the unit.

Hm yes, when you change the value in gameplay constants your able to set it to 0 but then hold, patrol and move disappears from the UI. Just tested it.
