Blocking Damage

How do I block damage? Is there a basic spell which uses PERCENTAGE, not the Hardened Skin (Upgrade). Like in DotA (Defense of the Ancients), an Item there called (Vanguard) gives a 65% Chance to Block Damage, how do I do that? Is it a triggered heal? Or is it a basic spell?

Dota uses Hardened Skin for Vanguard.

But doesn't Hardened Skin always Block? I wanted something with a Percentage, unless of course I need to look at the description again.

There is a field that indicates the chance.

You can change the percentage chance at Hardened Skin.
