Is this bugged because I have set this value to 25%-> 0.25 and it does not slow?

maybe your WE units min speed is default at 150?

or try either 2.5 or 25.

The movespeed and attackspeed reduction actually increase it instead of reducing it, I have no idea why .

make sure the data you are changing is Data-Movement speed factor and not Data-Movement speed increase (%)

fgw is correct it seems to increase the target units movespeed rather than slow it

shift click and then add -0.25 or -25
