Yes, they are unit abilities, and they are located at:

Abilities - Neutral Hostile --> (Down)

That why they screwd up go to hero abilities and ul see learn position and normal but units dont hav the learn position only normal

Those abilities are all in a spellbook, correct?

In spellbooks the order of the spells depends on in what order you enter them, not what their "Art - Button Position" says.

As it is now the field "Data - Spell List" Problary looks something like this: "Intelligence Book +200, Something (disabled), Intelligence Book +10, Something (disabled), Intelligence Book +5".

Getting them in the positions you want in the spellbook would be a pain, assuming that you aren't going to use up all 11 slots in the spellbook. If you don't you would have to fill the spellbook with disabled abilities so that they get placed at the bottomrow.

Placing them in order in the beginning of your spellbook is simple though, just change the "Data - Spell List" to the following: "Intelligence Book +5, Intelligence Book +10, Intelligence Book +200".
