I dont know which kind of system wc3 uses for random numbers but its a general rule of thumb to never use upper bounds for random functions below 1000.
But i could guess that wc3 potentially always uses an upper bound of 100000 and then uses a modulo operation to stay in bounds. Its the way computers generate random numbers which is very questionable in general, they usually use some kind of garbage data which nobody expects to be known or predictable but can often be not so very random at all.
