Dota item circle of power

In DOTA they have circle of powers that can pick up items and select heroes. To my knowledge i beleive they are units or structure in the model of a circle of power. I was wondering how do they make it so the items appear on the circle of power when u buy it and they can also stash them, and lastly make a recipie by stashing them together.

Unit buys Item
Conditions:
Buying Unit is equal to Circle of Power
Actions:
Remove Bought Item from Buying Unit
Create 1 (Bought Item) Item on (Location of (Buying Unit))

I think the code couldnt be clearer... I would use the Drop Item from Hero action instead of removing it and re creating it
