How do you make an innate ability that's already learned by the hero even in the beginning of the entire game? plz help...

You will have to trigger it so tha tthe hero learns the skill at the beginning of the game.

Uhh... It's simply not a hero ability. It's a unit ability. So it doesn't level up, and you start with it.
