Ugh, use the search. Anyhow, try unchecking, "black mask areas are partially visible" under Map options

The Dark Clouds effect is created via call SetDayNightModels("","")

It doesnt give me an option to unckeck anything with black mask i checked under them all "General" "Visual" all that visual has is fixed time of day and set the sky stuff liek that

Sad.
Go under the Scenario Tab, and it's the second one (where you click "make unseen areas partially invissible" area, if you go down farther, you'll see three options in the middle to right hand side of the window.
Uncheck it so it's editable, screw around with those for awhile, eventually you can figure it out so that it makes it darker, or more of a certain color.
