Making a scroll cast starfall

Is it possible to have a scroll cast starfall without triggers? If not no problem, I'd just like to know how if it is

If the scroll is not Charged (like potions which have charges), then you can simply add a Starfall in the Abilities field of that item, no prob.

If the scroll is Charged (thats what I assume), then you have to create a trigger that makes a dummy unit at your Hero's location and there that thing casts Starfall.
