spawn creep/attack + a little terrain question

ok so i made a topic alredy but i explained it very badly so here imma try make myself more clear

im working on a naruto map(map name is naruto world war)

ok so basically i have the terrain of narutos world:
but instead of using naruto name ill use real life citys to make it more understandable

ok so in the map we have Paris at the top left London at bottom left
Rome at bottom right Moscow at top right
and finally new york in the middle of the map

ok so all the sities are enemies between each other
each city has 2 players so that makes a total of 12 players

however i whant the players to control only their hero and their hero only so that the city isnt controlled by them

now apperantly i can make only 16 players that means it wont work since there are 18 player(12 human and 6 citys)

so my idea was dota-like so that every citys has 3 roads and spawns creeps
so basically paris will spawn to london and to moscow and to new york
so and so on with every city

now how do i make it so that the citys are enemies between each other but allies with the 2 players
so that when the creeps meet up they start fihgting like dota??


also the small terrain question was
i have those buildings models from naruto
but i dont know how to put them in that map
cuz if i just change the model of a restoration fountain or a mercenary house
id have to remove the units from the mercanary house and will have to remove the restoration from the fountain building:banghead::banghead:

big problem
so how do i make them on the map to just be there no need to make them invulnerable or anything just to be there without any job to do

Anyway. It is clear he is a beginner with the world editor, and exposing him to the triggers involved in the DotA template might cause more harm than good.
