is there an ability that's able to lower other abilities cd?

When targeting a hero? I think not.
But you can use Engineering Upgrade and upgrade your spells with a new cooldown.

Well, maybe tinker's passive ability, Engineering upgrade, but it doesnt do it automatically.
What it does is change abilities. They look the same but theyre better, theyre not IMPROVED, they just changed to another ability which is better.

I think that should work.

All that will do is lower it's level not cooldown. What you're looking for is Engineering Upgrade and replace the abilities with better ones, ie: same ability but lower cooldown.

Yes, I know but I was explaining in more detail and explaining why lowering it's level would not help.

If the cooldown reduction is a set ammount, you could make copies of all skills that are able to be affected by the cooldown-reducing ability and set the cooldown on the copied abilities to the proper reduced number. Then, use the trigger somebody above me posted to change the abilities in question to the cooldown-modified abilities desired. I reckon it would be a lot of work if you have a lot of abilities that are able to be affected, though.

Of course, if your cooldown-reducing ability is percentage-based or situational, then it'd be far too complicated to do a simple copy since you'd need sooooo many copies of the various abilities to catch all the situational uses.

omg, weird thing is that engineering upgrade bugs out with metamorphosis... is there any other way to do this ? ( able to work with metamorphosis ?

Yes. Unit learns a ability. Learned ability equal to bla. Remove old meta. Add new meta

That lowers the cooldown of, lets say impale or "upgrades" it ,

after doing so, the unit uses metamorph, somehow, impale dissappears
