First off, it's the point part, not too hard to understand. Then the offset, or the distance bewtween the first point and your Polar point. Finally there's Towards, which is the angle which the point is placed (Most people use the Facing angle of units)
So say you used a Polar Offset point to create an explosion. Create Explosion Special Effect at Position of (Some unit) offset by 600 towards (facing of your unit). This would create an explosion 600 units in front of your unit.
