In a body of water, can you raise the terrain somehow to create an island?

If so, what is the action?

It has to be in a trigger.

Terrain: Raise Height in the WE.

There is a raise option. It allows you to create cliffs. It can also be used in water to create a island. But the only problem is that it will not really look like an island because it will be lifted. But you can add shallow water and ramps to make it look more realistic.

I don't think it can be done with a trigger. I also do not recall a JASS function that will do this.

Try Environment and somewhere beside the crater, there should be a raise terrain. Also if there is none, give negative values to how low the crater should be made so instead of decreasing, it increases terrain.
