My computer has issues

I have a 56k dialup connection. 600mhz PIII with 128 ram, Matrox G400 video card, windows 98..

Whenever I first turn on my computer and connect, it goes at about 5-6kps. However, this gradually decreases over time, and about 6 hours I have to restart because my connection has no bandwidth at all.
And, sometimes, it won't even TRY to do things - I'll tell it to do something internet related and INSTANTLY(meaning it didn't even tell the modem to try to do it) it'll give me an error.
Things I've noted -
- When ever I have my bandwidth decreasing/instant error messages,
and I press ctrl-alt-delete and close notepad(for some reason, notepad is open even if I don't have a notepad window up), it increases my bandwidth/stops giving me errors. This also works with "Pdesk" and a few other programs that run in the background.
-When I've got the instant error problem, most programs just give me a generic error(can't find server, unable to connect, etc.) however, netscape says "TCP error: Not enough memory".
-In some cases, I'll tell it to do something, and then it will wait a while(20-40 seconds) and finally tell me it couldn't do it(I assume it's because of a timeout of some sort). Once again, ctrl-alt-deleting and closing one of those programs that I don't know the function of seems to remedy it.
-Occasionally, when I'm in the "logging on to network" phase of connecting, the computer will freeze(this NEVER happens the first time I connect after turning it on, always around the 2nd or 3rd). When I ctrl-alt-delete, there's a program "msgrv32" that's not responding, then I close it, and the computer runs fine again.

Any well-learned individuals have the answer? Or perhaps somebody had a similar problem?

try easymtu and tweak those mtu settings for a better connection .

for the rest i have no answers on the other questions . if it where my computer i would have formatted it right away .

bear i know the feeling trust me .
however i am not saying you should .

i said if it where MY system .
but this is your system
you got a few problems on that system we cannot resolve till we move to the next generation of tech support . however that gonna take a few more months .
suggestion to take the system to some err wizzkid in the neighbourhood

after you reboot do you have that notepad process running? If so can you stop and try to find out how it's running. That might be the source of your problem.

Try as much as possible. Registry clean, defrag, scandisk, ..

If it's still a problem you might be forced to format your hard drive.

I can't just up and format on a whim because I don't have a burner, or a USB drive, or anything with high memory like that, and I've got about 5 gigs of stuff.

It's running everytime I start up my computer.

And, if I close it, then open a notepad window and control-alt-delete, there's two notepads open - the window I have open and the annoying one that screws up my internet.

Actually, the behaviour with notepad running in the background kinda sounds like a virus (decreasing bandwidth is also something that a few of them do). Do you have an up-to-date virus scanner on the computer? You may wanna consider getting one since it is possible that that may be your problem. If you have a virus scanner, uninstall it and try a different one since not all scanners will catch all viruses (flame away, but I guarantee it's true).
