Passive Cooldown?

I have seen in some maps of it. Let's say its bash and when it is activated it bashes and it has 1.5 second cooldown. that's ok i can make it, but can I make someone to see the cooldown like a normal active spell?

Yes, use Orb of Lightning with a Storm Bolt spell instead of Purge.
