Need Hlp Making a Cast Bar System (+Rep)

I want to make a system that displays a cast bar by the casting unit.
If at all possible can there be one system that does the cast bar timing for all spells.. with different lengths? as in cast speed... cause a cast bar for a 1 second cast and a 3 second cast will fill up quicker... and can this system be displayed to certain players... i.e only to the casting player or the casting players team. =] ty +rep
