Too high of a chance for abuse.
The staff can't see PMs, so there's no way to stop some bad things flying around....

Actually, I don't even know that it's even possible to allow attachments in PMs ever....

People could also share copy-written files through PM and then TH could be blamed for having them on the server.

Over-apart, I once heard from someone that the staf CAN see your PMs...I guess both thought wrong...so then, seems fair enough.

Admins with DB access can look at your PM's. I think only TH,Ace and Ryoko has that.

Heres an idea.

Only allow wc3x files / image files. Through PMs not executeables or video/music files.
This only allows sharing of images and maps not illegal music / videos.
You can control whats being attached you can probaly do the same for PM's?

Have fun.

It's always possible to piggy-pack an MP3 in a JPG file. That would even bypass PHP-based content inspection.
