Basic Skill with missle art

What basic skill does damage, has missile art, only targets 1 unit, and places buffs.

Except shadow strike, and stunning skills like hurl boulder or stormbolt, i prefer a skill that slows the target but importantly the missile art.

You can, but you don't have to. Use its primary target damage, and set the damage interval longer than the buff duration, and it will only cause damage once, upon impact.
