Something is screwy with my CD Rom drive. At first it did not open, so I did the whole paperclip thing. Ya it opened but my computer doesnt read any discs. So I thought, maybe its not working right. So I go to manage devices, and it says it is working properly. Though one thing though, the disc didn't auto start, so I went ahead and clicked on the thing manually. It then says please insert a disc into drive E. But then a second later, It says its currently in use. I do not know from what, Nothing is running exept the stuff that normally does. If anyone can point me into the right direction, would be very much appreciated!

Did you try the "magic" solution? Power down ... count 'til 20 ... restart?

Other possible cause: some mandatory copy "protection" software tends to do nasty things to optical drives (i.e. Sony Rootkit, ...). You may have installed one with games, audio CDs, ...

Or your drive is just broken.

Yes I have, If it were to be broken, how would I fix it?

Take it out, throw it in a corner, buy a new one, mount and wire it, done.
