Upgrading Infantry weapons/ armor

Ok i am trying to make a RPG in StarEdit but for some reason I cannot get the upgrades for the weapons and armor to go any higher than three. I have got to the menu where it allows you to change the default level and the max level, but it will not go any higher than 3. Does anyone have any ideas on why it is not working?
