Help with Unit Takes Damage problem?

I want to make a ability like this:
When unit damaged a enemy, he has 17% chance to slow 50% around attacked unit.

But if i make the trigger like "A unit is attacked", the players will Attack and press Stop, so its like a bug.

Can u guys help me to make that ability, i really need it like a example-ability.

Here is my spell, but it isnt work:

      • Unit - A unit enters (Playable map area)
    • Conditions
    • Actions
      • Trigger - Add to Trigger 2 <gen> the event (Unit - (Entering unit) Takes damage)

      • Set AALoc1 = (Position of (Damage source))
      • Unit - Create 1 Craggy Exterior Dummy for (Owner of (Damage source)) at AALoc1 facing Default building facing (270.0) degrees
      • Unit - Add a 1.00 second Generic expiration timer to (Last created unit)
      • Unit - Add Pursuit of Justice Slow to (Last created unit)
      • Unit - Order (Last created unit) to Human Mountain King - Thunder Clap
      • Custom script: call RemoveLocation(udg_AALoc1)
