Look at the abilities section of runed bracers, then go under the abilities panel. Go under special and choose items, and look for the ability. You can set the cooldown there.
Are you trying to add a visible cooldown like you'd see when you cast a spell? Because you cannot add that to a spell such as spell block, or whatever it is called.
In order for the item to be able to cast a spell, it has to have an item ability. One of the fields in the object editor for the item will show that ability. Now go under the Abilities tab, find the ability that your item has, and give it a cooldown.
Correct me if I'm wrong, but isn't Runed Bracers the item which passively reduces the magic damage received to the carrier by a percent? Passive abilities can't have cooldowns. At least via Object Editor.

I don't think I'm dealing with quite the same pressures though, at the very least its a significantly smaller system. For the time being I'm just going to put together a quick scrubby box though and hope it works good enough to not make my house toxic
I do know this - xenforo dropped the ball by not keeping the vbulletin reputation comments as a feature. The loss of the Reputation comments data when we switched to Xenforo really was the death knell for the site when it came to all the users that left. I know I missed it so much and I got way less interested in the site when that feature was gone and I run the site.
