Anyone knows a base claim system?

Hey guys, I'm just wondering if anyone know of a already made "base claim" function like in vampirism?? if not I'll have to make one myself.

It basically sets the "owner" of a base (set of terrain) to the player that types in -claim (assuming no one else had previously.) This allows them to type in -oust <PLAYER COLOR>, remove all units owner by that player and moving them to a random point on the map.

This would probably just use a large region and boolean array.
