I do not believe it is possible. Starcraft 2 was designed to only allow 3 levels of cliffs (2 that are pathable by ground units and the third one isn't). I did take a brief look through the data editor and couldn't find a way to change this.
It is possible to change the heights in the data editor, however it'll simply bug.
When changing the heights to for example 4 6 8 10 instead of -8 0 2 4 the graphics will start bugging. At some spots you'll see a black hole, rendering your terrain ugly.
I've tried 3 things to find a way to bypass this, including duplicating cliffs etc., but no matter what I did, I always ended up with these black graphic holes.
Maybe overwriting terrain all the time will slowly remove these black holes, but I haven't tried this yet.
I'm on a page about incorrect corrections, and spent the better part of like two hours trying to get someone to understand that -5^2 = -25, not 25, and then that post had comments get reposted because that group is self sustaining, and that person was in turn trying to explain what I just explained to them. And I'm taking that as a victory
