Critical Strike as percentage

Im trying to make a random proc for a critical strike that doesnt simply do +X bonus damage where X is a constant value, but rather Id like X to be a percentage of the damage done which triggered the proc. That way any upgrades and damage modifiers will increase the crit bonus. However Im having trouble figuring out how to do this.

Is it possible to pass the damage done by a units attack to either an effect or a trigger? From what I saw at the tutorial by Shvegait at Clan TDG (thanks!) an effect was called at the end of a random proc. Im not sure if using an effect would work unless I could tell it what damage to do on the fly. I also did not see if they gave us the ability with triggers to flat out damage a target unit. If the latter is possible then how can I pass the damage done to the trigger to calculate the percentage to apply as a crit?

I know that is a bunch of questions, but Id appreciate any input. Thanks!
