fast logout

If I'm inactive for about 10-15 minutes on the forum I get logged out. that's about as long as some of the youtube videos people post and it has gotten really annoying.
Is this supposed to happen?

Yes. If you want to prevent that, use the "Remember Me" option so that you will get logged back in automatically.

sadly that information is stored in some kind of cookie format since when ever I clear my history/cookies it resets.
still don't see the point of it logging out so fast though.

Security. By timing out sessions, that greatly reduces the possibility of account hijacking and the possible damages that come from people being in accounts that don't belong to them.

Then the logouts are due to your end. As long as you delete cookies, you'll be logged out. Remember me works fine if you don't delete your cookies every 5 minutes...
