That's less a problem with the education system and more a problem with how much the individual reads on his or her own time. High school days are like, seven hours? about fifty minutes for each class, and you aren't just reading in your language class. Lets say thirty minutes of reading a day, five days a week, it isn't enough if they don't do it on their own also. It's because people just don't like to read that they are graduating with 7th grade reading levels.Just something that is kind of required in life.... I find it sad, that in my 12th grade English class there were still they kids that paused on words like necessity.
Most people just need to pull their head out of their butt and realize reading books isn't some sort of painful torture, it's actually quite pleasant.
