Now that SFilip has (+2000) - One of the Staff, does that mean he is an admin?
because if not, he would give away +20 rep and -10 rep

First off, all staff only gives +10. Not +20.

Second off, SFilip is a Super Mod.

May I ask why you claim not to be obcessed over rep? .

That would be wrong, the maximum amount of bars of rep you can get is 10 (I believe), so that's how much rep you give, not current rep divided by 100 =P.

Don't go by the Text under the reputation. Some of that is old. If you want to know who is who look at Forum Leaders

It shows all the Administrators, Super Mods, and Mods.

The reputation is how it is - sometimes when people get more permissions like SFilip did the rep can be off but it will be adjusted over time once it gets noticed. The text under Rep is also going to be overhauled soon.

Overhauled and changed. Maybe not too much but areas like around 75-100 rep and under 300 rep levels might change (possibly more levels). Also I have to go and QC all the text.

Actually I did not add any levels. Just modified some text. So it was not overhauled at all rather just some minor text changes.

Where you get 900, you still have the +800 message (just seems strange since you get a new bar but no new message).

I found something weird. I cannot repute a member.
I know from people on MSN that in this situation the person is banned, but in the online status circle it says that he is online. That could mean he...isn't banned? So, what could it be?

It means you shouldn't rep him.

No, it's not that. I don't know much about reputation (and no need to know), but for the online part, I'll tell you what I know of vB forums:

When you are temporarily banned, and you have the "Log me in automatically each visit" button ticked, that means that every time you (e.g) go to www.thehelper.net/forums , you receive the 'banned' message, but you are in the online list. Because you exist as a user, you are not banned pernamentally.

There is no more SM. At around 100 Rep you get a custom title and all the other SM perks besides the special forum - which was closed.

Srry if this is in the wrong thread, but i was wondering if there were guidelines on how you should give rep or is it basically at the user's discretion?
