You can trigger this yes. Make a region at the flag, and then when a unit enters the region, victory every player supposed to win.

Here's an exact code. Also, there is a ''Unit comes within range of unit'', but it's not under generic unit, it's an own category.

Oh... how stupid of me. Picking every player leaks, but who cares, you will not play more anyway. :p
