It's possible to have a lake upside a high elevated terrain? how?

Disable "Enforce Water Height Limits" in Advanced. Then, raise the cliff level in the area in which you want your raised water by 1/2 level(s). Apply shallow/deep water on that cliff and the water will match the current terrain height. Doing this will mess up your current terrain height, but you just have to re-create it then. Here's an example from my map using this technique:
