Tool for tileset?

Is there a tool, or method that I am unawares which will allow you to add more than the editor set maximum number of tilesets to a map?

I would like to add more terrain textures to my map than the 12 (or is it 13) "slots" currently allow.

Thanks, but is there a way to achieve this without downloading a 3rd party editor? Like just downloading a tool for this specific thing?

Downloading a tool to help you would mean that its a 3rd party tool already. Unless its from blizzard.

I don't mind using a 3rd party tool, but I would rather avoid using a custom editor.

Right, my mistake. So you want to be able to use more then just the usual 12 tiles per map right? JNGP allows you to use all the different tilesets. The thing inside JNPG that allows more tilesets is UMSWE. Its more of an add-on so I'm not sure if its fine with you.
