Unit that changes terrain

I made the unit and It works nice. I want to know if you can make it not move when you press the arrow keys.

Is there a way to lock the screen when I use this use to make a Design?

up,down,left,right are my changing terrain buttons.
I don't want the screen to move.

So I can use a trigger to like
player types lock ??? (screen) = locks screen
player types unlock ??? (screen) = unlock screen

Can I do that?
