That's a function that doesn't change and returns one value.

Well, all functions return a single value. And constant functions can change the value their returning; but one cannot non-constant functions from the body of the constant function.

...hmmm.

To put it simple, they are not really "constant" in the typical sense. I mean, for example, you can use the 'set' statement in them.

"constant " prefix is widely used for spells configuration options, because it makes things easier to read and edit plus, Vexorian optimizer inlines single-lined constant functions.
