It's just an item. No need to trigger.

Search for "Change Time of Day" at ability section on object editor.

theres a nightelf item that has this effect, i think its called moon stone or something (i dont have WE up atm so i cant check the correct name)

just check the items in the night elf shop if the name isnt correct for the item name

Then make an ability based off that, and make it a hero spell
